We don't guess. We measure. The 29% and the 65% are the city's own figures from the Vision Zero report. The 2.24x is our arithmetic on two numbers the city publishes side by side and never joins, which makes it an owned ratio, not a borrowed stat. It rides on the state's headline that drivers are safer than they have been since 1928, and turns that headline into the question only this firm is positioned to answer.

The source counts bicyclists and scooter riders inside "people walking and rolling," so the language stays exactly that, never a separate per-mode count. Every surface that carries this number carries its computed by Taqtics Research label. The statewide second-lowest-since-1928 figure never leads on its own. It only sets up the divergence.
